Research papers by Professors

There are well experience professors in the colleges. They spent regular allotted hours to conduct classes and teach students on various subjects. Are they really contributing any thing other than the text contents.

Why not the UGC stipulates mandatory provisions to submit one or two research papers or dicussion papers to upadate their knowledge and enrich the students and public knowledge, in a year.

UGC has already prescribed norms. But in a huge country like India, I dont know if those norms are followed or not.
